The total issuance of Bitcoin is capped at 21 million, and mining rewards are periodically reduced according to a halving design. This categorizes Bitcoin as an asset with a gradually decreasing new supply rate. Zhao's comments are interpreted as focusing on the actual circulating supply rather than the total mined amount. If there are lost or inaccessible amounts, a discrepancy can arise between the nominal supply and the supply available in the market. However, the estimate of 10-20% loss is Zhao's personal estimate, and it is difficult to definitively ascertain the actual unrecoverable amount externally, as the accessibility of specific wallets cannot be directly verified within the Bitcoin network.
