In the Hyperliquid testnet, a test account named 'Kraken HIP-3 test DEX' and regulatory-compliant control features have been observed. This account was registered on the testnet on August 19, and 10 wallets have been included in the whitelist. Blockworks research analyst Shanda Devens stated that Hyperliquid is adding functionality to support regulatory-compliant usage on the testnet. This functionality includes the authority for the deployer to cancel user orders, execute forced liquidations with reduction-only orders, and transfer user collateral. Devens explained that these authorities may be necessary for deployers required to comply with regulations. The testnet serves as a testing environment for the mainnet, where actual assets are exchanged, making it difficult to definitively determine the actual operating entity or commercialization plans based solely on the account name. HIP-3 is structured to allow external deployers to create perpetual futures markets on Hyperliquid, with mainnet deployers needing to stake 500,000 HYPE. Devens mentioned that Kraken could be one of the centralized exchanges testing the new permissioned features of Hypercore, but this is merely a possibility raised by the analyst and not an official announcement from Kraken. The key point of this incident is not the confirmation of Kraken's service launch but the regulatory-compliant deployment authority confirmed on the testnet.
