State Statistics Service Imposes 228 Fines on Businesses for Reporting from 2020 to 2025

From 2020 to 2025, the State Statistics Service issued 228 rulings for non-submission, late submission, or errors in statistical reporting, totaling 38,862 UAH. Fines resumed in 2025 after a two-year pause when mandatory reporting was reinstated. The average fine was about 170 UAH, with 60% of the rulings occurring in 2021. In 2023 and 2024, the State Statistics Service did not issue any rulings. After the onset of the full-scale invasion, businesses could submit reports without penalties, but this exemption was lifted. In 2025, the State Statistics Service issued 30 rulings, mainly in Vinnytsia, Zakarpattia, and Ivano-Frankivsk regions. Over six years, the most rulings were in Luhansk region — 47, accounting for 21% of the total. In ten regions, no rulings were issued during the specified period. The total amount of imposed fines was 38,862 UAH, with 41,820 UAH actually collected. Fines for non-submission of reports for individuals range from 51 to 85 UAH, while for officials and individual entrepreneurs, they range from 170 to 255 UAH. Mandatory submission of statistical reports for enterprises will resume on July 5, 2025, with a transitional period until October 5, 2025.
