U.S. and North American Blue Energy Partners Reach 100-Year Lease Agreement, ExxonMobil and Other Giants Remain Cautious
The U.S. government has reached a 100-year lease agreement with North American Blue Energy Partners (NABEP), covering 17 oil fields in Venezuela with approximately 65 billion barrels of crude oil reserves. Under the agreement, the U.S. government will hold a 35% stake in NABEP's parent company and will receive a 20% share of physical oil production as well as a priority purchase right for the remaining output. NABEP plans to increase Venezuela's daily crude oil production from the current approximately 170,000 barrels to over 1 million barrels. Potential investors have expressed concerns about Alejandro Betancourt, the Venezuelan businessman behind the agreement, due to his complex relationship with the Venezuelan government and previous investigations by the U.S. and Europe. Industry insiders say that major oil companies negotiating contract transfers do not wish to sit at the same negotiating table as Betancourt. ExxonMobil declined to comment, while ConocoPhillips reiterated that investment decisions will depend on policy stability and the rule of law. Meanwhile, companies like Chevron, Eni Group, and Colombia's GeoPark are advancing Venezuelan projects through existing joint venture structures. Analysts believe that whether Venezuela can quickly ramp up production still depends on the U.S.'s ability to attract oil giants like ExxonMobil and ConocoPhillips, which have financial and technological advantages, back into the country.
