The exchange of cryptocurrency for Russian securities, which are accounted for in Russia, will follow the logic familiar to stock market participants after the law "On Digital Currencies and Digital Rights" comes into effect: it will be like exchanging one security for another. Currently, this is not about an already functioning mass service, but about a scheme that will be launched after the law takes effect and digital depositories are prepared. This was reported by the Bank of Russia, explaining the future scheme for working with digital currencies.
The Central Bank believes that for professional market participants, the mechanism will not be something fundamentally new. Cryptocurrency will be accounted for in a digital depository, while securities will be in the usual depository infrastructure. Therefore, the settlement of the transaction will be distributed between the two accounting systems.
If the transaction is concluded through an intermediary—broker, exchange, or online digital currency exchange service—the exchange of securities for digital currencies will be settled in the depository and digital depository, respectively.
In general terms, the process will look like this:
Such an operation is not like a regular bank transaction, where money is directly transferred. Here, it is about exchanging assets: on one side are stocks, bonds, or other instruments, and on the other side is digital currency, such as Bitcoin or stablecoins.
The law does not introduce a closed list of securities that can be exchanged for cryptocurrency. The Bank of Russia clarified that several types of instruments may be involved:
The scheme may also include foreign stablecoins. This is important for the market, as assets like Tether are widely used in transactions with digital currencies. At the same time, the quotes of securities must remain in rubles: setting the price of stocks or bonds directly in cryptocurrency will not be allowed.
To withdraw cryptocurrency to rubles, several channels are usually used. They differ in speed, fees, limits, user verification requirements, and risk levels.

Exchanging cryptocurrency for rubles and the future scheme for exchanging for Russian securities are different operations. In the clarified model by the Central Bank, digital currency is accounted for in the digital depository, while Russian securities are in the depository infrastructure, and the settlement occurs through the respective accounting systems. The price of securities must remain in rubles.
In ruble exchanges, the main risks are related to fraud, blocking of bank cards, loss of funds, and issues with confirming the origin of money.
Regarding taxes, it is important to separate the mere existence of a cryptocurrency wallet from income from transactions. If income arises from the sale of digital currency, it is better to keep documents related to the transaction for calculating tax obligations and confirming the origin of funds. Before large operations, it is advisable to check current notification and reporting requirements.
The State Duma adopted the law "On Digital Currencies and Digital Rights" on July 21. The main part of its provisions is set to take effect on September 1, 2026.
The Bank of Russia emphasized that digital depositories will need time to start accounting for cryptocurrencies and begin conducting such operations. For Russia, this will become a new element of the financial infrastructure, where transparent accounting, control of asset movement, and risk reduction, including money laundering, are particularly important.
