Governors Resume Summits with Demands Agenda to the Nation
On August 12, the city of Posadas, in Misiones, will host a new summit of governors from the Northern Grande, the bloc that brings together the ten leaders from NEA and NOA who have been consolidating a common position against the Government, in a context of strong restrictions on provincial resources. With Hugo Passalacqua as the host, the meeting will seek to define a consensual agenda of demands to the Casa Rosada that includes the reactivation of strategic infrastructure works, a more equitable distribution of national resources, and mechanisms to alleviate the financial situation of the northern provinces.{#p-1785265024698-370}
The summit takes on additional political significance for Misiones because, in a scenario of internal confrontation, Passalacqua will seek to establish himself as a provincial leader after breaking his alliance with former governor Carlos Rovira, a historical leader of the Frente Renovador de la Concordia that has controlled the province for over 20 years. In an unprecedented move, the governor raised his own political structure and gathered almost 70 of the 78 mayors of the province in support of his leadership, openly challenging Rovira's control, who had launched "Encuentro Misionero" as a new party label excluding Passalacqua from that project.{#p-1785265024698-30651}

"The Renovation has disappeared, it no longer exists," affirmed two weeks ago the Chief of Cabinet of Passalacqua, Carlos "Kako" Sartori, sealing a break that ends an era marked by Rovira's personalism. From the governor's environment, it was reported that Rovira's new space "is violating rights" by using membership forms without authorization. In recent weeks, Passalacqua ordered the restructuring of the Tax Agency of Misiones (ATM), one of the most important state departments, in a move aimed at taking control away from Rovira. "That Posadas has been chosen as the venue for the main forum of governors from northern Argentina constitutes a sign of institutional recognition towards Passalacqua," stated a source consulted by Ámbito.{#p-1785265024699-5417}
The summit will continue the 23rd Assembly of the Northern Grande held on June 2 at the headquarters of the Federal Investment Council (CFI) in Buenos Aires, where the governors had already held a meeting with then-Minister of the Interior, Diego Santilli, now Chief of Cabinet, to present a federal agenda that included demands related to road, energy, and gas infrastructure, the distribution of National Treasury Contributions (ATN), and the need to maintain public investments in the interior.{#p-1785265024699-90684}
On that occasion, Passalacqua had proposed projects considered priorities for Misiones, such as the construction of new international bridges, the extension of the Paraná Waterway to the province, and access to natural gas. The governor stated that these are essential works to improve the competitiveness of Misiones' production, reduce logistical costs, and create better conditions for economic development.{#p-1785265024699-61642}
The Northern region is consolidating a common position in front of the national government on issues affecting the entire region, from historical asymmetries in infrastructure to the impact of the current economic scenario on provincial finances. Ricardo Quintela (La Rioja), Gustavo Sáenz (Salta), Carlos Sadir (Jujuy), Osvaldo Jaldo (Tucumán), Gildo Insfrán (Formosa), Leandro Zdero (Chaco), Juan Pablo Valdés (Corrientes), Raúl Jalil (Catamarca), Elías Suárez (Santiago del Estero), and Passalacqua, the host, are expected to participate.
The governor of Tucumán, Osvaldo Jaldo, confirmed Tucumán's presence but announced that, due to medical recovery reasons after undergoing an emergency angioplasty a few days ago, he will not be able to travel to Posadas. "I need to discuss it with the vice governor, Miguel Acevedo, or with the acting president of the Legislature, Sergio Mansilla, but Tucumán will be represented," he stated in contact with the press at the Government House. "These are important meetings because, with the Chief of Cabinet of the Nation attending, we need to clear up many doubts and continue making proposals." In this way, the provincial chief confirmed that Diego Santilli will also participate.
The governors' concerns have a concrete explanation. During the first months of the year, provinces began to feel the impact of the economic slowdown on their revenues more intensely. According to data from the Argentine Political Economy Center (CEPA), during the first four months of 2026, National Origin Resources recorded a real decline of 5.6%, while Federal Co-participation fell by 7.2%. This decrease means fewer resources to finance salaries, essential services, social programs, and public investments. citeweb_search:3#4
Other demands that the Northern region has been advocating for years will also be back on the agenda, such as the need to move towards more equitable electricity rates, reduce asymmetries in fuel prices, and develop infrastructure that allows for improved competitiveness of regional economies.
This Tuesday, in the city of San Francisco, Córdoba, governors Martín Llaryora (host), Maximiliano Pullaro (Santa Fe), and Rogelio Frigerio (Entre Ríos) led a summit that marked the transfer of the pro tempore presidency of the block from Llaryora to Frigerio, coinciding with the twenty-second anniversary of the relaunch of the Central Region.
The governors of the central provinces met this Tuesday, August 28, in Córdoba, and on August 12, it will be the turn of the Northern governors.
During the meeting, the three leaders emphasized productive integration, institutional frameworks for public policy coordination, and a productive development model for the country's growth. In this context, they expressed strong opposition to agricultural export taxes and called on the government to take responsibility for maintaining road infrastructure, as well as to actively participate in decision-making regarding the waterway.
"The Central Region is fundamental for us. We are not here to demand from the national government, but to demonstrate what we are, what these three provinces represent when they work together. We are capable of driving changes and transformations; we are the productive engine of Argentina," said Pullaro, who also acknowledged that "the Central Region is not just the governors, but the intermediary institutions that contribute to consolidating this Region."

Frigerio highlighted the values of "the culture of work, effort, and merit" and emphasized "the enormous responsibility of governing our provinces well, to be the beacon of where the country should go." In a strong message to the Nation, he condemned "the damn export taxes" and demanded "a concrete schedule for systematic reductions, until their elimination." "Sometimes from Buenos Aires, they do not realize how important it is to have the roads in good condition. If they are not going to fix them, hand them over to us so we can do it. Not because we have money, but because we have no other option," he urged. He also called for "a seat at the decision-making table" of the waterway and the need for joint action against climate change and the threat of the El Niño phenomenon.
Llaryora also criticized the export taxes, "which every year limit our ability to bring well-being to our population." He identified the inability to reach agreements that transcend administrations and political parties as one of the country's main problems. Additionally, he questioned the unrestricted entry of foreign goods without health controls and reaffirmed the Region's commitment to maintain those controls that the Government has neglected.
In the institutional framework, the governors signed the constitution of the House of the Central Region, which will operate in the building of the former Bank of Córdoba, located in the Civic Center of San Francisco. The Secretary-General of the Federal Investment Council, Ignacio Lamothe, highlighted the political decision of the leaders to uphold the policy of regional integration, with the coordination of public policies.
The three leaders also established a series of agreements forged among the provinces, such as the biomobility corridor that the Energy secretariats and the electric companies of the three provinces have been working on, with a joint request to the Government to complete energy projects such as gas pipelines. Additionally, they advanced in the unification of regulations for workers applying phytosanitary implements and drones, and in the complementarity in the Registers of Legal Entities.
With the Norte Grande summit around the corner and the Central Region already in motion, the provincial blocs are resuming their role as interlocutors from the interior to the Nation in a year where provincial finances, infrastructure, and economic federalism are back at the center of political debate.
