Interest in the topic of how cryptocurrency works in Belarus usually starts with a practical question: what is allowed by law and on which models can one actually earn. Until January 1, 2023, to support the industry, individuals and companies working with digital assets were exempt from VAT and profit tax. This regime reduced the burden on entrepreneurship in the crypto sphere and made Belarus a notable jurisdiction for market participants.
After the preferential period ends, it is important to check in advance which tax regime applies to a specific operation. For income subject to general rules, the benchmark is the personal income tax rate for individuals at 13% and the profit tax for organizations at 20%; it is better to verify current rules before a transaction, as the regime depends on the participant's status and the type of operation.
Declaration is built around confirmed financial results: purchase prices, sale prices, commissions, transaction dates, and cash movements. Individuals need exchange statements and payment documents for tax declaration, while companies need accounting for digital assets, primary documents, and the connection of the operation to economic activity.
If income tax is not paid, there may be additional charges, penalties, and fines. In cases of intentional evasion on a large scale, the risk may shift from the tax realm to the criminal one.
To confirm the origin of funds, it is useful to keep exchange statements, records of deposits and withdrawals, data on fees, and information about purchase and sale prices. For businesses, accounting is also important: a digital asset in accounting should be linked to a clear transaction, rather than appearing as an unexplained influx.
Cryptocurrency is not an official means of payment in Belarus. Therefore, direct payments with coins for goods or services may fall into a gray area and create legal risks, especially if the digital asset effectively replaces cash or non-cash currency in business activities.
For individuals, the risk usually begins with questions about the origin of funds and the legality of the transaction: a payment may not be recognized as a proper settlement, and operations may be checked for taxes and income legalization. For companies, the consequences are harsher: claims against accounting, tax reassessments, fines, asset confiscation, and the risk of classifying the transaction as illegal business or settlement schemes.
If cryptocurrency effectively replaces money when paying for goods or services, the dispute is no longer about technology, but about the legality of settlements and the origin of funds.
If the settlements are related to fraud, money laundering, tax evasion, or prohibited activities, not only administrative measures may apply, but also criminal liability.
The safest approach is simple: do not mix payments for goods and services with crypto operations. It is better to conduct purchases, sales, and withdrawals through regulated platforms, and to settle with sellers and contractors using familiar legal methods.
Risks arise when actions go beyond the permitted regime or cryptocurrency is used for illegal purposes. Transactions with opaque services, peer-to-peer exchanges, and participation in fraudulent projects and schemes promising guaranteed returns can become problematic.
A separate risk area is related to the legalization of criminal proceeds. If crypto assets are used for money laundering, financing prohibited activities, or concealing the origin of funds, liability is determined not by the mere fact of using coins, but by the nature of the violation.

Mining is permitted in Belarus as an operation with crypto assets, but it is only safe within the legal framework: with a clear source of electricity, documentation for equipment, and accounting for received coins. If mining turns into a business, registration of activities, accounting for income and expenses, and after the end of benefits, verification of tax obligations are required.
Illegal mining is often associated not with the act of mining itself, but with accompanying violations: unauthorized connections to power grids, concealing income, operating without registration, or using coins in criminal schemes. Consequences may include fines, confiscation of equipment and assets, and, in the presence of signs of a crime, criminal liability.
Each format has its ceiling. A home computer or phone requires almost no startup budget, but earning from them is difficult. An ASIC farm involves costs for premises, cooling, electricity, and sometimes personnel.
For Belarus, one of the main constraints remains the price of electricity. In December 2021, the average cost of 1 kWh was about $0.08, while high margins often require levels around $0.02 per kWh.
In April 2019, Alexander Lukashenko proposed using excess electricity from the Belarusian Nuclear Power Plant in the Grodno region for mining. Land plots were even reserved for future farms, but over the next 2.5 years, the project did not see significant development.
For residents of Belarus, trading digital assets on exchanges during the period of tax benefits looked particularly attractive: profits from cryptocurrency transactions were not taxed and did not require declaration.
If a person plans a large purchase after such transactions—an apartment, a car, or a plot of land—tax authorities may request confirmations. When working through a regulated Belarusian exchange, it is usually possible to obtain a certificate from the platform. If trading occurred on a foreign platform, transaction history, public identifiers, and other confirmations will be needed.
This is not so much a trading issue as it is a bureaucratic part of the process. When documents are preserved, it is easier to show the origin of the money and explain the economic logic of the transactions.
For comparison: in Russia, income from cryptocurrency transactions is taxed at a rate of 13-15% for individuals and 20% for companies.
Choosing a foreign platform for individuals is often not only about user interface convenience. It is more important to assess the risk profile: how easy it is to gather documents, whether the service can block the account based on internal rules, and how banks will react to the deposit or withdrawal of fiat funds.
For individuals, using a foreign cryptocurrency exchange does not exempt them from transparency requirements regarding their funds. If income is undeclared, documents are lost, or the withdrawal of funds appears suspicious to the bank, audits, tax reassessments, fines, and operation blocks until the source of funds is confirmed may occur.
The main risk of a foreign exchange for a resident of Belarus is not just the exchange rate or fees, but the ability to prove at any moment where the money came from and why the transaction is legal.
The lower the transparency of the platform and the worse the user's documents are prepared, the more questions may arise when confirming the source of funds.
The rise of Bitcoin and several altcoins in 2021 significantly increased interest in blockchain projects. Many began to view cryptocurrencies not only as a tool for quick trading but also as a long-term asset.
Buying coins is most often more convenient through exchanges. The fees for depositing fiat are usually lower, and the level of asset protection is higher than that of random exchangers and wallets without a clear infrastructure.
The benefits mainly applied to individuals, but only to citizens of Belarus. One could not simply arrive on a visa, start trading on the local platform, and automatically expect to be exempt from taxes.
For individuals, basic operations—buying, selling, storing, gifting, inheriting, and mining—are permitted, but there are restrictions: cryptocurrency cannot be used for illegal transactions, income cannot be concealed, KYC requirements of platforms cannot be circumvented, and one cannot work through knowingly fraudulent services.

It is important not to confuse a cryptocurrency token with an authorization token. In the first case, it refers to a digital asset that may have economic value. In the second case, it refers to a technical access key in an information system.

You can obtain bitcoins or other coins without initial investments. Beginners are often not ready to risk money right away, and for the first steps in trading, staking, or investing, sometimes a minimal amount of tokens is enough.
